The most likely reason is that the production line for the M2 to be set up for multiple paint is expensive for such a small production car. It's not set up for BMW Individual paint either. When you look at the total production figures for the M2, it makes sense for efficiency reasons why they wouldn't have it set up for more than than a handful of colors.
