RTI Real Time Traffic Information

I've searched in vain. The traffic intensity is visualized with green, yellow and red colors along the roads. And black sometimes. What does the black color mean?

If it's not standstill, it probably means "this is a road that can have traffic data, but we currently don't have any for it."

On mine it has always represented that the road is closed; due to accident, downed power line, etc.

I occasionally see some inner city streets being marked black. But there is nothing special going on there IRL more than heavy traffic that should render a red color. So I'm confused.

Observing this on my way into work today, I've come to the conclusion:

Green - Good traffic running freely
Amber - Congested road but traffic still moving
Red - Avoid gridlock and your screwed look for an alternate route.
