The odds the vandals will be identified are not very high. I haven't seen the video yet is this from a dash cam? Those who advocate dash cams filming while the car is parked may be disappointed as what is the likelihood of the camera being pointed in the right direction or capturing enough detail to identify the vandals, especially if they're covered up.

No it appears to be a camera phone from an elevated position.

The person was targeted by thugs so they may have been associated with them in some capacity. You don't know if they did something to deserve this. There may be two sides to this story.
