LCI F87 Headlights: Why doesn't the "eyebrow" light up

This is something I’ve been wondering since I noticed that the headlight “eyebrows” don’t light up with the rest of the headlights, ever.

What is the point of this?

I'm guessing same reason the inner headlights are in fact not lights but pretend lenses, cost savings. Should say though the single pair of LED headlights are outstanding particularly the camera assisted auto-high beam.
