Lower front lower mesh grill removal?

my lower front mesh grill and all my black plastic on fangs are discolored grey some how? Its looks like a chemical stain. cant get it black. Does the front bumper need to be removed to replace? Searches haven't revealed anything. Debating whether to remove and paint or just replace. Any advice would be appreciated.

If it's all gray, it's not likely chemical. Try an exterior VRT spray/dressing (Adam's). It could go back to black. It's worked on many discolored/graying plastics for me.
