Interesting, I did not realize it wasn't consistent and some MY 2017 do in fact have the extra outlet. There was a post about this a few months back and I didn't remember anyone with a 17 having one. But that might have been when the MY 17s were first rolling out so there was a much smaller sample size. My MY 15 328i has one but not my MY 17 M2.

My car has the USB in console but doesn't charge my HTC phone, had to purchase a lighter socket adapter which works fine, it would be nice if there was a place to store phone aside from ashtray!

My US MY 2017 with Executive package has a hole no socket. Like I original told OP it based on market and maybe options, have not seen latter confirmed. But not MY.

My car has 900 miles so thats not the problem. I have also tried the usb ports on the 3 and 4 series and they work fine. Tried the usb ports on a couple new M240 cars Nd they don't have enough power to charge so it must be a two series thing. Additionally the guys at the performance center said for sure the one by the cup holders will not charge. Now I wonder if the iPhone 7 needs more current:

Is the USB power in the center console "ON" all the time? I left my iPod there overnight and it charged it!
So now I'm wondering should I unplug items rather than drain the battery...
And does that go for the charger outlet in the rear of the console as well?
Shouldn't these power sources turn off when the car does?

The car will do that for you

Even if you left the trunk open eventually the light will get turned off so it will not drain your battery.

I'm actually looking for an always on 12v power-source without having to tap something into the trunk power for a project with a WiFi hotspot. I'm probably going to be going that way anyway, but have been doing some tests with the outlets in the center console, cup holder, and trunk, and they all power off shortly after locking the car...

It's not instant, but it's pretty soon after in my testing.

Sounds like it's your cable or possibly something in your phone's charging port (I've seen this in the past).

I have a 2018 and it charged my iPhone 7 and now charges my iPhone X without issue, using the port up by the cupholders. Until I have a charging dock solution mounted to the dash, I just have a little 6" cable from Anker and I plug it in and toss it in the little storage area up there.

In my 2018 I could not use the USB port to charge my dashcam - it kept turning off and on, so probably the current is too low? I ended up purchasing a flush 2-port usb like the ones shown earlier in this thread.
