I think BMW is afraid of how good the M2 really is compared to the M3/4. They're overly limiting the specs in a poor attempt to keep it at the "bottom" of the lineup.
Why not either:
A) Make an M2 GTS, or
B) Make this "performance" spec include extra HP (we all know the engine is capable of it)
