Sadly since you're talking a mainstream manufacturer not a specialized track day producer, that's never going to happen. Porsche is the closest where you can regularly get "stripper" versions, but for BMW no way. Porsche doesn't even do what you're describing. The margin just isn't there, they'd lose $ on every one they sold unless they charged an insane amount. They can't build cars that I am guessing would be less than 0.01% of their volume worldwide. Just can't do it, not set up to.
