If those are your options,8-15k over MSRP for M2 or M4 at that price and you DON'T want to wait for an allocation then I would say M4.
It would be tricky for me if I lived in California and not Canada. I would pay 5-6 over MSRP if I lived in Cali and could drive this car all year.
