This is very real and can be coded on or off. It's very useful for the old speed cameras & average speed traps here in Europe.
For example both my R55 and R56 MINIs have this enabled by default. When the speedo reads 55mph you're really closer to 50.
However with this disabled on the M2 50mph is as near as dammit 50.
Look up 'BC_V_KORREKTUR' & 'BC_DIGITAL_V_KORREKTUR' on the KOMBI module
