Solcalrob, from what I gather;
Q1-yes
Q2-yes
Q3-it says held on with 3m tape,
Q4-no

TY those above 4 answers are correct. Use the standard red 3M tape
and use the adhesion promoter. In removing it from my totaled F80 we levered it off and it took a chunk out of the bumper plastic. The tape didn't fail. It can be removed with a hair drier, but otherwise the bumper plastic fails before the tape does.
