No, it will allow you to control boost in an indirect manner. It's more like a boost "influencer".
The car automatically determines appropriate boost level to move an amount of air. When the air density reduces (e.g. at altitude), the car applies more boost. When air density increases (e.g. very cold day) the car will applies less boost (than a warmer day).
BMW want theirs turbo cars to produce a consistent amount of power under varying atmospheric conditions. Devices like this exploit the fact that there is a higher, reserved, boost pressure limit built in by the factory programming. The car should stop producing boost past max programmed limits because the ECU is still getting the actual boost reading.
So by changing the MAF reading, the boost is effectively raised (to the factory limit) or lowered. Hence "boost controller". Anyway that's my understanding of it.
