Overall, even if it's not going to be clean or pretty in some areas, the reality is that setting a date helps drive the transition. I actually think this will be delayed in some areas because the problem is genuinely hard, but it's going to help everyone get their shit together at least because no one works until a deadline is imminent in this country.
