i'm with the majority as well, i wouldnt pay a markup. its greedy, but it is their right, just like its our right to pass on buying.
I don't know how rare the deception is but I don't believe it's uncommon.

You getting your deal in writing doesnt force them to stick to their list they can just keep pushing you down the list
